We have provided all records responsive to your request. The Public Records Act exempts from disclosure files when disclosure would constitute an unwarranted invasion of personal privacy, such as personnel, medical, or similar files. Government Code Section 6253(c). Similarly, the California Constitution provides a right of privacy at Article 1, Section 1. In the records we disclosed, we have redacted private information, such as social security numbers, home addresses, telephone numbers, and credit card numbers.

The California Public Records Act exempts from disclosure all communications between an attorney and his or her client, and attorney work product. Government Code Section 6254(k). We have uploaded a significant amount of information related to your request. Some information regarding the Request for proposal/ Request for qualifications are exempt as no RFQ or RFP has been issued. “Preliminary drafts, notes, or interagency or intra-agency memoranda that are not retained by the public agency in the ordinary course of business, if the public interest in withholding those records clearly outweighs the public interest in disclosure.” Govt. Code Section 6454(a).
Some records regarding hazards are exempt: Records that reveal the deliberative process of decision-makers are exempt from disclosure under the deliberative process privilege, as well as records that reveal the mental process of legislators. See Gov’t Code Sections 6254(k), 6255; Sutter’s Place v. Superior Court, 161 Cal. App. 4th 1370 (6 Dist. 2008); Times Mirror Co. v. Superior Court, 53 Cal. 3d 1325 (1991); Rogers v. Superior Court, 19 Cal. App. 4th 469 (2 Dist. 1993); California First Amendment Coalition v. Superior Court, 67 Cal. App. 4th 159 (3 Dist. 1998).

Pursuant to California Government Codes section 6253, the City of Vallejo shall, within 10 days from the receipt of the request, determine whether the request, in whole or in part, seeks copies of disclosable public records in the possession of the agency.
Under certain limited circumstances, the city may extend this time limit. With regard to your request, the City will make a determination by November 14, 2019. This extension is necessary due to The City's current State of Emergency and PG&E Power Shut off, Additionally, key staffing absences that have prevented the City from completing its diligent search for your requested records within the department, as well as the need to request additional resources not immediately available for an electronic search.

I was asking for any documents/communications regarding the Request for Qualification and/or Request for Proposal related to management/control of the Mare Island Preserve/Refuge. I was also interested in obtaining any documents/communications pertaining to camping occurrences, rights/rules/laws/prohibitions at the Mare Island Preserve. I was also requesting any documents/communications re any hazards to health and safety that may exist or have existed in the past pertaining to the Mare Island Preserve.
